    weird turbo logic shit

this is following on about the fg turbo setup in a patrol using HAEE3G9 calibration, it still has no vss hooked up, not sure it'd work without access to change the vss source, but anyway...
the guys that are working on it are still having issues with it being limited around 3000rpm, now we assume this is due to no vss, it happens straight away unlike previous vss type errors i've come across in ba/bf.
they tried turning wastegate, boost sensor and turbo logic off one at a time and together etc.
this is also what they said:
"Turbo pcm with turbo logic turned on. Map sensor reads correct. 99kpa key on engine off and 33kpa running which is fine. But wont rev past 3k.

Turn turbo logic off and it revs fine but map reads 40kpa engine off .and 14kpa running which is wrong."

can anyone help with why this happens and what turning turbo logic off actually does in the tune.
at the moment they are running it with turbo logic off so it will rev and just running on gate pressure of 3-4psi.
we know it needs the vss hooked up, but is that really going to solve these kind of issues?

It references the NA slope/offset values for the t-MAP. Voltage won't change but the resulting MAP output will.

so could you in theory run it with turbo logic turned off but turbo tmap slope/offset in the na cells?
and if you ran it with turbo logic off but with turbo values in the na tmap settings, but wastegate and boost sensor on, would it still control the boost?
