Will the VSS Limiter ETS in the tuning allow me to restrict the 2008 F150 5.4 restrict the truck to only 65 mph?

Yes, Set it to 65mph and it will not exceed it. I just did this to my Coyote while it was at the body shop to restrict their speed, mph, and throttle.

Yes, you can set the VSS limit to anything from the minimum to maximum seen on the bottom left of HPT when you have that cell selected.
