could be what your PCM thinks your fuel needs to do to meet your o2 swings in CL. as they oscillate your adding/subtracting fuel so your PCM for what ever reason is needing to add or subtract that much to get it to swing correctly.

First thing I'd look for is an exhaust leak near the O2 sensor on whatever bank is reporting leaner

Could just be injection timing if you've been playing with it any or have something like a cam for instance... If not this - then air leak whether on intake or exhaust side or the injectors themselves... Then contaminated O2's and on and on...

Is a 7% split worth doing anything about? Will it hurt anything just to leave it be ?

7% is pretty substantial, and worth looking into. At WOT, having 7% difference in fueling is the difference between an 11.5 and 12.3 AFR if your PE fuel trims lock in with a 7% difference. It's tough to nail down fueling if the banks are that different.
