I order just an dodge upgrade ?
You can log into your customer page and buy 2 dodge credits if your computer require 2 credits, then you should be able to read your vehicle and licence the file.
You should be given a new application key when you buy the credits so you can update your MPVI.

The credits you buy would go towards the licence, you don't buy the licence itself from the customer page.

Yes, if your Jeep needs 2 credits. You purchase them, HPTuners sends you an updated Application Key, you enter that into the software, and can license your Jeep.
