What does TSS stand for in RPM limit?

Could someone explain what the TSS axis is referring to and what these tables are used for?

Turbo shaft speed. From this pressure ratio/ airflow chart I found of the gt3582r I would guess these would be used to limit RPM when a non boost state is commanded by the ECU.
