What would cause a P0016 after cam install?

I wasnt talking about zeroing out the VVT tables. I was talking about locking it out with the phaser in the motor by blocking it completely as opposed to restricting it with the Comp cams block.

Sam and I can tell you for sure that the camshaft can still move even if the electronics are shut down. We started locking the phasers down a year ago after a few cars with this. We where able to log with the MDI and saw the camshaft moving without being commanded. Just lock it out...
