4L80E Manual 2nd 1-2 shift issue

I was wondering if anyone could help out with the issue of no 1-2 shift when the selector is in 2nd.
The scanned shows the shift lever position correctly but it just will not shift. It will however shift from 3rd to 2nd if you select 2nd from position 3 or drive.
It seems as though there is a shift table missing for position 2.
