Help please...

Logged this the other day while debugging a problem. It does not meet my expectations for engine state so maybe my interpretation is wrong. I was expecting it to go from a 0 to a 1 since I am at sea level. What I was suspecting was the trans table and high change over was causing an issue... it was. Fixed that then left the parameter in the log setup and took it for a long run. Motor started stone cold and reached operating temp and stayed there for the rest of the drive. When I looked at the log, the pic below is what I found. Additionally, it seems that the high portion of the graph (not the peaks), is set at 1.6384 and never varies. That right there says it i blending the 2 lower steady state tables which matches what I'd also seen.

So can someone set me straight on this?
