2007 Crown Vic Manual Swap, engine shutdown problem

2007 Crown vic P71, swapped manual trans into it. PRNDL switch is plugged in and in Neutral.
It revs to 3500 and then dies. Cooling fan stays on. Tried to fix with HP---

Factory settings: Auto trans enabled, 4x4 enabled, trans strategy 6

    What I've tried:
Auto trans enabled, trans strategy 0 and 1 - I get 4500 rpm limit, even with all limiters set at 7k, stays running, cooling fan on.
Auto trans disabled, trans strategy 0 and 1 - Get 3500 shutdown AND no speedometer. Cooling fan works normal.
Along with this, I've disabled just about everything in the PCM that there is to disable, codes, DBW logic, torque management.

I'm wondering if the auto trans disabled isnt disabling everything. I get a PCM RPM error code as well. I think the lack of trans rpm sensors is causing the shutdown, but I cant seem to do anything to disable the logic. Anyone run into this? Is this within the capability of HP to fix? Yes the car ran fine as an auto.

    Thanks

Mike, I'm currently having the exact same issues with a 07 crown Vic manual swap.

    Have you made any headway?
    Thanks,

Did you try raising the neutral rev limiter?

You cannot shut down the auto logic. Unlike the EEC-V which you could. Best thing to do here is to flash a manual operating system in from a Mustang.

Eric. I?ve been trying to work with this same issue on my 05 vic pcm
This morning I tried licensing an 05 mustang tune on my pcm but it just gave me cranking with no start.

Did I do the strategy swap correctly?
I licensed and wrote the tune
Read it back off the pcm and re wrote.
It didn?t prompt me to license it for the second re write though..
