Supercharged C7 not going full throttle.

I know this is an older issue but I cant seem to find the answer. down the track the car will go full throttle in 1st and 2nd gear but then drops down to 65-70 percent commanded throttle in 3rd and 4th gear. any help would be great.

Traction Control isn't on, is it? It looks like tire spin and then the throttle is shut down to 60%
