Current version/changelog anywhere?

I'm wondering if there is a current up to date version/changelog anywhere to make sure i'm always up to date? I'm talking about something like current version 3.6.x where X is the update revision and maybe changes/updates inbetween versions? I'm limited to wifi-tethering for internet access most of the time, and downloading a 150mb installer only to find out that the version is the same as the one I already have installed is a bit of a pain.

Even if it were just a forum post letting us know that the most current version is 3.6.x released on what date.

Maybe a possible suggestion if its something you don't already have?

This is the best you are going to get, to my knowledge they dont make a change log when updating minor versions like say from 3.6.15 to 3.6.20. I too would like to see a change log for the minor versions as well, but I doubt it would happen.
