Dots and commas between scanner and editor

I have european (Finnish) keyboard in my Vaio laptop with W10 and some months ago the scanner started to have dots in place of commas in decimal numbers. This makes tuning very hard. This didn't appear on my 2 other laptops (both macs, the other bootcamp windows and the other virtual windows). It seems the problem is in my computer but how could I correct it? I have changed regional settings back and forth without any help in this.

i have a problem on the scanner too, when i want to build a map on the scan software, when i copy the labels from the tables in the tune it has dots and in the scanner it has to be commas??? its really hard and time consuming to build the tables by hand, what do i need to changue?
