New GM PCM e38 locked from the factory....... never tuned with HP

I have an 08 G8 and installed an ecm out of an 09.5 g8 since it has the bigger injector flow rates. Programmed the new PCM with an MDI2 and tis2web. Read the tune and it tells me "Unable to open file. This file is tuner locked by someone else. To be able to open this file, they must first unlock the file."

Anyone ever run into this before? ive tried reprogramming it with tis2web as many different ways as I possibly could and none of them make a difference.

most likely the ECM you used was not compatible with the older OS TIS programmed in (TIS doesn't check for compatibility very well). GM changed a few things during the lifetime of the E38, you need to make sure the part number of the ECM is for an 08.
