Tip-In Retard info needed LNF Kappa

Can anyone give me some details on how the Tip In Retard map is activated?

Does it only kick in at WOT stab, regardless of knock sensor reporting knock?

Or anytime certain conditions are met, acting as a means of preventing possible knock?

Or kicks in only when knock is detected? Which doesn't make sense to me because that would just be knock retard working as usual, so why a separate table?
