2004 data spiking all over the place!

this is a stock truck im working on. after the truck warms up it will surge a few time and die out.
owner has replaced the in tank fuel pump, high pressure pump with fuel control actuator.

I have verified the pressure relief valve isn't opening, im thinking the ECM may be shot, which is why im getting the random spikes shown in the log file.

any advice? need more info or data just let me know!!

Did you get this fixed?
I'm just starting out with HP so I'm probably no help.
I noticed your actaul vs desired injection PSI is always way low, is that just in this part of the log? It also matches a big split in FCA actual/desired.
I plugged into my 03 last night and saw some strange stuff, but I need to make sure I have all the right sensors selected.
