76% is full throttle? i though 82 was ??
I think you are confusing TP % with Throttle Angle in degrees.

Make sure the throttle body is set to 82*.

mines set AT 90
At 76% what's your throttle angle? What throttle body are you using?
Post your file and you'll get more answers. It could be torque control.
stock throttle body and I have my max throttle angle set at 90 47lb tune hp1 revision.hpt47lb tune hp1 revision.hpt
