Get it unlocked by the previous tuner or it's a paper weight.
HPT can not flash anything to a tuner locked computer. Pretty sure even a dealership flash tool will not work on locked computer either.
2016 Silverado CCSB 5.3/6L80e, not as slow but still heavy.
If you don't post your tune and logs when you have questions you aren't helping yourself.
