Im the guy who has already successfully lemon law'd a car for this, Mike (the guy you talked to on the phone) and 4 other people are next, including you c7lt4. You will win your case.
If a persons tune is stock, we can help them with lemon and cold weather advice, but nothing about "twin turbo" seems to be "stock" in the OP opening lines.
If your tune is aftermarket, then you need a larger in tank pump setup or dual/tripple in tank pumps. You may want to run port injection and shy away from larger DI injectors as they are just a bottleneck and too expensive vs the fueling HP and torque gains from a good port injection system.
