Newbie question about saving a file

I just got HP Tuners and tried it out last night after the kids were sound asleep. I scanned my 07 TBSS and saved the file which asked me if I wanted to license the serial number and I did. I then scanned the web and tune repository to see if I could find my like mods and compare the tunes. After getting tired I decided I wanted to save a downloaded tune to review and compare at a later time but it would not let me save it unless I license the downloaded tune vehicle serial number. What am I doing wrong or is that normal? I tried to search the forum for answers so I didn't have to post a dumb question but didn't have any luck.

    Normal.

With that said instead of selecting open select save as in your browser.
It doesn't have to be perfect, it just needs to be done in two weeks...

I did save the download in the browser, transferred it to a flash drive and it still asks for a key.

I suggest contacting support rather than bumping a 6 month old thread.
