Occam's razor comes into effect here. That, and a more colloquial saying "assumption is the mother of all fuckups" comes to mind.

Still having vacuum issues, hard start turned to no start, further diagnosis and following the tinest of theories to the fullest extent, chasing phantom voltages through sensors wondering I why I have no gintion where there's air fuel and spark....

No compression, despite setting all of the rockers for the valves by the book, they're all half a turn too much.
Will try to fire it up again tonight to confirm that was the only issue, but would explain the low vacuum, hard start, and levelling out at revs.

I've also ordered an entire nervous system of wiring from a VU commodore Ute which includes fully body harness, ls1 engine harness, dash harness, engine bay fuse box and harness, starter harness, PCM,BCM & PIM.
I'll set it up outside the car as a complete transplant to ensure there's no wiring issues and then install in place of all the cars current wiring.

At least then my 85 TransAM will have 10 year old wiring instead of 33 year wiring, and will be easier to diagnose future problems.

What are you using for a base tune file to start with? If it's an LS file, you can try backing off your afterstart enrichment. That helped my cold starts greatly on the LT1. Mine were stock LS tables, i cut by about 60%
