I am try to change max road speed on a ambulance 2016 Chevy 6.6l Express 3500 van from 96 to 75 mph... how can this be done... I did download the file made the changes and re-upload it the file and it did not make a change any help would be appreciated thank you Craig...

There's no tables available in this cal to adjust the speed limiters.

What about under the transmission tune...
That is not a limiter. What you are looking at there is simply a set point for what the vehicle speed must be below in order for pcm control over commanded gear changes. Like I stated above, there is no speed limiter available in this calibration.
edit shift pattern on upshift and downshift on 5th and 6th gear state,, but be carefull it may affects transmission behavior,, but you can try your desired speed,, use shift properties as limiter
