Downshift problem 6th to 5th at speed above 250 kmh

I attached some base tranny test tune and log.
No matter i do it can't downshift from 6th to 5th at speed above 250kmh, 6800 oss speed, 4700 engine RPM.
Car can pull to 290 in 5th no problem, once i let pedal bit it shifts to 6th and after that i can't downshift to 5th in any mode, D, S, paddle. After speed drops bellow above, i can.
Select shift is what definitelly limits downshifts by paddle (maybe in another modes too), i can limit downshift ability with this table down, but nothing happens when value for 5th gear is higher than around 250.

Time in log 36:8 shows moment i can downshift.

Any ideas? Or some tables are missing?
