Issues connecting with Neon SRT4 MPVI2

Hello team.

I just new working with hp tuners and acquire a new MPVI2. Right now I trying to read a Neon SRT4 2005 but the device does not connect to the ECU, even the VCM scanner, I tried with another cars (Cruze 2016) and the device connect correctly to read. So, the car use to run a stage3 from diablo sport but, I return the tune to stock in order to tune with HP Tuners. I?m using the latest version of VCM and I also tried with the actual betta but the same results. The error that the software shows is: "Unable to detect the vehicle diagnostic protocol.

My computer specifications are:

Window 7 32 bits
Microsoft NetFrameWork 4.7

When you plug your intune into the PC open the file info.xml and look for this line <license avail='1' tuned='1'/> because this would mean it is still married to the vehicle preventing anything else from reading it, but <license avail='1' tuned='0'/> would show that it is fully un-married.
