5.4 3V not clearing o2 codes

I' having difficulty with clearing the CEL on a 2004 F150 with a 5.4
We've installed headers and dual exhaust without cat converters or post cat o2 sensors.
All codes related to the downstream sensors and converter monitoring have been turned off, but I'm having repeated return of P0141 as well as a couple others.
All monitors have also been turned off for sensors, cats, egr.
I even tried the global CEL disable, but still am having the light return on the second trip.

P0141 and P0161 are the codes I'm consistently having return.
