I saw somewhere somebody posted a C7 Z06 intercooler turn on temp table. For the life of me I cannot find that table. Is there one on the 19's and is there any benefit to turn the pump on sooner?

no it turns on basically all the time with the stock settings.
Most likely all the time. Not sure how often your MAT would get below 32*F.
right, when the car is first started in sub freezing temps, it waits to turn on since it assumes the fluid is perhaps frozen if there is no antifreeze in the fluid... keeps the pump from running dry
