Pcm has no fuel pump signal

Im working on the dreaded 98 f body ls1 swapped into a c 10. Everything I read indicates that Blue 37 is the correct wire to activate the fuel pump relay. I have no voltage on that wire with key on, engine cranking, or plugging vcm in and manually turning the pump on through the special functions.
any help would be appreciated! thanks!

yes, vats are disabled. engine will run just fine if i manually jump the relay. but the pump runs constantly obviously.

Sounds like a bad PCM if you are sure there are no shorts to ground on the wiring for that terminal. Only way to know for sure would be to swap it with another or test it with a bench harness completely isolated from all the other wiring. And 98 PCMs are getting hard to find. Might want to consider doing the 0411 swap.
