Not shifting at WOT

I've been trying to get my transmission to shift at WOT based off 6400 RPM.

I've set WOT shift speeds from 1-2, 2-3, 3-4 to 0.

I then set WOT RPM to 6400 1-2, 2-3, 3-4.

It completely bypasses this setting and revs until it hits the fuel cut off.

Can someone take a look at this file and see if there is something to adjust?

Wow, I didn?t think you could set the mph to 0. Saw your update. I have a copy of the bluecat software but was kind of scared to look at it based on all the crazy behavior I?m seeing. What does it do exactly?
