Exclamation Need help with OBD pin 13 - FEPS

Completing an engine swap on a 2010 f150. It had a 5.4 and I am swapping the 2010 6.2 into it. Engine is in place and wired up. There is communication between the body of the truck and the new engine. However I need to access the PCM to program new keys, check tune file etc. I get a "unable to detect protocol" or "detect protocol failed" my SCT handheld also displays general error 1007 when I try and view the PID gauges.

I have verified the HS can + and HS can - wires are in the correct spot on the new ECM, there is power to the pin 16.

The question now is pin 13, which is FEPS. The programming power supply. The 5.4 PCM had this wire going into it but the new 6.2 ECM does not have this pin on the PCM side of things and there seems to be nowhere on the wiring diagrams for this wire to go. Would the lack of this wire/voltage cause the issues I'm having when connecting a programmer/handheld?
