2016 Cts V E92 Rev limiting in Park and Neutral

The vehicle has been tuned. Haven't been able to get the engine to rev up normal when floored in park or neutral. It is limiting the Throttle bad to around 40% and if your rolling around 10mph in neutral and hit wot. it won't rev at all unless above 15 mph. I really just want it to allow the Throttle to open all the way while in park or neutral. I'll attach the tune file for reference. Hopefully some on in here knows how to remove the limiter.

FYI Branden Leeb did not tune this transmission it was done by another tuner. Won't mention names.
