Controller init: Failed 2013 6.4l cherokee

Working on a 2014 jk, hellcat engine, 2013 6.4L cherokee ECM, i can read the file, licensed it, modified the file, but cant flash? CONTROLLER INIT: FAILED, it can read/write TCM tho. This is the second ECM, got it brand new, got a base tune but cant flash it either, both says same error; CONTROLLER INIT: FAILED
, i got the second ecm, as the first one was used and tought was flashed with other software or something but it was not the case, really need to fix this.

attached is the file i read from it, licensed it, and tried to flash but no luck.

I ordered it at dealer for a 2013 grand cherokee 6.4L, sent it to get a base tune, it reads correctly but cant flash.

Did you ever resolve this issue? I am having the same thing happening on a 2014 6.4 WK2. Submitted support ticket but having difficulty there as well.
