I have to thank everyone who participated in this thread. I've really learned a ton, and I hope others can find the information here useful.
As a few here recommended, I had raised the VE table quite a bit in certain areas and that was the trick. It was just like running out of fuel but due to too little being commended but acted just like a loss of fuel pressure.
I switched to a set of Injector Dynamics ID2000 with the proper data, and we're on our way to some good tuning.
If anyone is interested, I'll attach the current tune and a log of idle, neutral rev, and a slow drive up and down my gravel road.
