    If I change ecm do I have license the other vin before I can change vin?

    Yes. You have to license any computer you wish to change something on.

    I highly suggest you don't change the VIN if the VIN does not matter for emission/state inspection. You are just costing yourself more money in credits. Or use a dealership level tool to change the VIN/Operating system and only license the computer once.
