First increase startup spark advance to 8-10 degrees in the cells your engine starts at and surrounding cells.

Increase the startup airflow by 3 g/s as a start, then by 1 g/s untill it starts well.

If it still starts weakly it might be faulty injectors due to installation.

The idle surge I can't say anything about it without a tune posted. There are many factors that contribute to idle stability.
First start with optimizing your airflow tables( maf & vve ).

The car is gen v which uses torque instead of airflow!

Gen V also has a startup airflow table.
    Found under engine, airflow tab.
The idle part is controlled by torque.
