OBDII Activation

I have a 2005 Corvette that was originally purchased in Mexico. A scan tool shows all the OBD monitors are Not Applicable and the vehicle complies with NO OBD requirements. When the file is read all the expected Pcodes indicate the SES Enable and MIL on Error. Is it possible to activate the OBDII such that a scan tool reports the vehicle is OBDII compliant and the monitors are active and indicate when they have completed? I haven't been able to find anything in the file that would affect this.

not sure but check the serial number and other info on top of the ecu and compare it to us version ecu ,

it could be as simple as reflashing to us tune or replacing ecu maybe wiring too but i would think the wiring would be the same
