I have an LS1 engine with PCM and wiring with green and red canector. I want to turn on this engine and delet the vats.
Can I do this with MPV12 or I have to buy another device?

Yeah, it can delete the VATS and allow it to run.
It may required you disabling several other trouble codes and such for parts it's not running but it should be able to let you start the engine no problem.
2016 Silverado CCSB 5.3/6L80e, not as slow but still heavy.
