No PE???

OK guys need help, Got a 15 dodge charger with Whipple all stock. Car wont go into PE, no matter what the WOT PE table says it wont get any more fuel than 14.0/13.0 AFr at WOT???? If you roll into the throttle it gets the fueling i command but once at Wot it jumps back to 13/14 AFR. Whats going on here? have i missed something in the tune?? What would keep it from getting fuel?? Down to thinking its a pump issue maybe?? but cant log fuel pressure ... Also on side not i've noticed that it use to idle around 14.7 -14.9 but lately its moved up to 14.9-15.4 dont know if this is related but...

Didn’t get a chance to look, but if the ECU/scanner is commanding leaner AFR then its not the pump, it’s in the tune

You were correct. The ecm was command more than what it was seeing. I have got it fixed now and am getting my commanded PE. Was in the fuel pressure\temp and changed the values and all is good.
