recently got my car running great although i'd like to iron out all the small things now. I'm sure the car is running a bit rich as I have fouled some plugs. Would it be safe to pull 5-10% of fuel out and go from there? I unfortunately don't have access to a wideband at the moment but it is on the list for the future.

Not knowing where to remove fuel is your problem, so I wouldn't do a lot until you get a wideband. It may be tough to do fuel trim tuning depending on the exhaust setup. You've done this much already, what's $160-170 for a wideband to make sure nothing goes wrong.
