Flex Fuel Modifier to Spark Table ?

Table 12678, would like to learn:

a.) why does it subtract at lower airmass levels and add at higher? is this due to a characteristic of ethanol?

b.) since the % of alcohol content varies, does it apply this modifier in PROPORTION to the composition?
