Power Enrichment - FA - PRatio table question. - Explanation

Hi,

I am curious as to why this table would ever have anything other than zero for a ratio below 1.00? Even the stock table has some adder values. Other boost tunes i come across have values. PRatio is MAP / Baro Pressure.
PE is triggered by the WOT Pedal Thresh voltage set (unfortunately not by MAP Pressure - which is what i prefer - aka BE (boost enrichment)).
Why would anyone ever want to command Power Enrichment with a PRatio under 1.00 ? (less than ambient air pressure in manifold. Even the stock calibration has values where I would think should be zeroed (0) out under 1.00. Is there something I am missing?

Also, to confirm, when in boost, the values will merely be used from the 1.00 row. One can rescale the rows correct? but only neccesary if one wants to further enrich at a specific PRatio? Otherwise, not a big deal to just put the desired target FA on the 1.00 row when in boost?
