E40 ecm no read, x36 # attempts error

So trying to read a E40 ecm, getting the x36 Exceed Number of Attempts error. What is the main reason for this error? I have read that it could be locked from previous flash, which could be possible, being it is a swapped engine trans into early c10 Pu. Is there any other reasons this error comes up when trying to read?

to my knowledge E40 is not lockable ... it could be low on voltage when your trying to read. check module voltage in scanner

vehicle is tunerlocked. Just because you can't tunerlock them with hptuners doesn't mean there aren't other tools that can't.

X36 error typically means its tunerlocked so that would be my diagnosis.
It doesn't have to be perfect, it just needs to be done in two weeks...
