Torque Question

Should Max Engine Torque always be higher than Engine Torque?

Tuning my 18 ZL1 and after adding headers and Lower pulley the engine torque is always higher the Max Engine torque. Before I added these it was the other way around. Boost pressure has gone up 2 lbs.

I have upped the virtual torque 20% to see if that would help and it didnt. Any pointers? A/F is good.

Yes.
Put VVT back to stock and work on your MAF and VVE table some more. Did you make your adjustments to the o2 sensor parameters already? Plays a huge roll in the accuracy of the fuel trims.
