No closed loop operation

Hey guys,
I have a 4.8 LS swapped Landcruiser in the shop. Something peculiar is the system won't go closed loop.

The O2s display voltage and are brand new but the readiness isn't being set. The rig is speed density with with hptuner SD Enhancement. I tried just setting the OE rom to failover to SD as well but still no closed loop.. I'm sure I just messed something up in the setup. Any help appreciated!

Thanks! Looks like that takes care of those readiness issues but not for the o2s. I think the ~.450v is the problem. That appears to be the open circuit voltage for the 02.

Seems like the O2 low inside of the ECU is open and there's basically no signal ground for either banks O2 sensor.. Might try to round up another ECU.
