yes, the seed/key(unlock) is done online, because gm updated their file encryption. this unfortunately, is how its being done now on 17+ gms

You can possibly use your phone as a hot spot if you can't get close to wifi. It doesn't take much and once you do it you wont need to do it again for that vehicle.
