2004 CTS V Throttle control clutch dissengaged o in neutral

I am working on a 2004 CTS V. I am having trouble figuring out how to allow the engine to rev during shifting. The owner would like to use double clutching on occasion. It seems if the vehicle is rolling and the clutch is depressed the engine does not respond to the throttle very well. What am I missing?

Figured it out. Not aggressive enough on the throttle percentage.
