2017 Camaro SS w/ Procharger D1SC - free rev question

So the car runs great, the only real question I have is in regards to when the engine is no load rev'd or free rev'd. Especially when trying to manually rev match. Mine seems to hang for a bit, like it rev's or blips fine but it is lazy to drop back down, almost like the ECM is taking its time closing the throttle body. Which table(s) control or affect how fast the rev's go up or down?
