So I have a unlocked pcm for a 2017 Jeep. Can I use that in a 2017 dodge truck if I download the stock file from the truck first then flash it to the unlocked pcm. Or do I have to send it out to get reflashed the vin number into the pcm

It would have to be sent out first.
Before you waste your time and money, consult the .pdf chart at this link to see if the Jeep PCM is compatible. I'm not familiar with the Jeep controllers.
