Base fuel table question - spanish oak

When I change the values in the base fuel table which says it is for open loop operation there doesn't seem to be any change in my logs.

I went so far as to set it at .7 lambda. But when I log WOT "open loop" there is no change in indicated lambda. It will always reads around .880 then slowly ramps up to around .910 as the rpm increases.

Am I missing a fuel table or calculation someplace?? The only thing I can think to do at this point is change the inj slope. I am targeting around .850 but can't get it there.

MAF is dialed in. Trims are good.. I'm stuck.

EDIT: I'm using the stock widebands. Its a flex fuel car and came stock with dual widebands. I have also replaced them but the readings remain the same.
