Yes, the rev limiter can be raised.
But, you need to have the valve train and camshaft to support it. If the camshaft does not make anymore power above the current rev limiter, what is the point in going any higher? And if the valve springs can't handle a higher rev limit, that is just asking for valve float and maybe even broken valve springs.
This is just food for thought.
I don't know about heads up display settings and HP Tuners.

Upgraded cam and springs seems like it wants to pull a little more past rev limeter. Found rev limeter and adjusted.
