    2000 Mustang vin not detected

Working on a 2000 Mustang 4.6. When I go to read the ecm it says there is no valid vin and gives the option to generate one in order to license it.
What would cause this to not pick up the vin (even when I enter it manually it says its invalid)
If I do generate a vin does that change anything with the ecm I wouldn't want to?
    Thanks in advance

the ecm not being programmed properly at the factory level is the most common reason, we see it alot on older dodge, some holdens, etc. Probably programmed on a monday lol.
It doesn't have to be perfect, it just needs to be done in two weeks...
