Passing Emissions with larger turbo and injectors

Need some insight, early 04 truck with 6 speed manual trans, the emissions center testing does a simulation test like driving on the highway. They go up to 60 mph then coast down to 40 mph then back to 60 mph all while staying in 5th gear. my issue is the truck has a 63mm turbo and 50 hp injectors from idk who. I've made numerous adjustment to fueling and timing and fuel pressure, even switched tires from 20's to stock 17' tires and i just cant get the smoke cleaned up enough to pass. i notice the early trucks don't have a smoke limit like the later 04 trucks do as i know that cleaned my 05 up pretty good.
The hard part is when they drop to 40mph in 5th gear there is 0 boost, and as a static turbo does it smokes before it lights.
any insight would be greatly appreciated!

There is a boost limited fueling table. It's called boost limit-A. Also, ATDC timing will help a lot to get the turbo spooled.
